Investigative reporter April O’Neil (Judith Hoag) is on the trail of the Foot Clan, a gang of criminals that recruit children to rob and terrorize the people of New York using Ninja style martial arts. She is rescued from an attack by four human-sized turtles and their martial arts master, a giant rat named Splinter (Kevin Clash). Joined by masked vigilante Casey Jones (Elias Koteas) the heroic turtles are chased from their underground home by the Foot Clan while their master Splinter is taken hostage. After their defeat, they retreat to the country to prepare themselves for the final battle with the minions of the foot, ultimately facing off against the evil, masked Shredder (James Saito) himself in a martial arts battle in New York.
