A futuristic sci-fi crime gore thriller. It's the future and conservatives have taken over Tokyo and privatized the cops. What's more, it seems clear that mega-corporations pretty much run society. An evil scientist named Keyman (Itsuji Itao) creates a lab mutation which turns humans basically into monsters. Monsters who when injured heal themselves by having weapons emerge from their wounds. Naturally a special task force is created to deal with they mutated monsters which are called "Engineers." Since the engineer hunters aren't restricted by civil law because they are privately run, they use any means possible to slaughter the engineers. Ruka( Eihi Shiina) is an engineer hunter as well, though her purpose is revenge. She is single-mindedly searching for the person(s) who murdered her police officer father (Keisuke Horibe). Ruka and the evil Keyman's paths cross and soon it appears that not everything is as it seems at the outset of the film.
