A US Senator is being held hostage in his own home. The SWAT team arrives on the scene. A bomb squad is called in. The head of the squad is Frank Glass (Steven Seagal). Glass finds a bomb in the basement of the house and works to disarm it. The house is evacuated just before the bomb explodes. A year later to San Francisco police officers Ray Nettles (Tom Sizemore) and Art Rice (Nas) run into Swann (Dennis Hopper) the terrorist who bombed the house. Rice is killed by him. Nettles arrests scientist Claire Manning (Jaime Pressly) who is connected to Swann. Swann wants her released and threatens to bomb the police station unless Claire is released.
