Chris Cody (Steven Seagal), is in the US Army, but was put in prison. Now terrorists have taken over a nuclear submarine and incarcerated soldier Cody is assigned to stop it. He is instructed to use any and all weapons that he has access to, and by all means necessary, to stop the submarine. He, and a team of other talented, but incarcerated soldiers, are freed and Cody agrees to the missions, with a side payment, and a promise for full pardon for his 'crimes'. After the mission is completed, the crew finds themselves involved in a big conspiracy plot, and the only people who can straighten it out is the group of convicts.
